In a food processor, combine the flour, powdered sugar, salt, and dried lavender. Pulse until the lavender is finely ground.
Add the butter and pulse until the mixture resembles coarse crumbs.
Press the dough evenly into the bottom and sides of a 9-inch tart pans. Prick the bottom with a fork.
Bake for 15-20 minutes or until lightly golden. Let it cool completely.
In a small saucepan, heat the cream and milk over medium-low heat. Add the Earl Grey tea bag and steep for 5 minutes. Remove the tea bag.
In a separate bowl, whisk the egg yolks and granulated sugar until pale and thick. Slowly pour in the warm cream mixture, whisking constantly.
Return the mixture to the saucepan and cook over medium heat, stirring constantly until the mixture thickens and coats the back of a spoon. Do not let it boil.
Stir in the vanilla extract.
Pour the custard into the cooled tart shell and refrigerate for at least 2 hours, or until set.
Garnish with additional dried lavender and serve chilled.
